2 Together on health and safety and welfare At the end of 2015, SEAHEALTH, the Danish Government Seamens Service and the Maritime Library Service moved into shared offices at Højnæsvej 56 in Rødovre for even closer collaboration. The new collaboration between the three organisations aims to ensure a continuing high standard of services in occupational health and safety and welfare and better utilisation of resources for the benefit of seafarers. The three organisations are continuing as independent units under the same roof and a new administration department has also been established to provide shared financial, communication and administrative services for these units. The new offices therefore form the framework for a group of committed staff who are ready to take action when it comes to occupational health and safety, wellbeing and welfare in the Danish merchant fleet. The new collaboration includes plans to work together on a new magazine for seafarers and a joint website and the units will also work together to distribute products using the facilities available at the new offices in Rødovre. Communication - focusing on dialogue and involvement In recent years, SEAHEALTH has been focusing strongly on the way we communicate our know-how and advisory services. We have a reputation for drawing up professional guidance on such issues as mooring and drinking water. SEAHEALTH has also placed more emphasis in recent years on alternative forms of communication in which guidance with more or less complicated content has been increasingly supplemented with illustrations, games, dialogue tools, posters with figures and models and many other novel communication tools. Examples of these new ways of getting our message across to our target groups include SEAHEALTH s near-miss drawings and illustrations of long-term harmful effects, that are already known and used widely in the industry. Most recently, SEAHEALTH launched a board game based on the 8 Safety Links as an effective way of helping crews make a start on important dialogues on health and safety and conduct on board. Finally, a large poster - M/S Exposure - has been developed with everything to which seafarers can be exposed in their working environment on board which uses a straightforward, humourous approach to starting a dialogue on health and safety and wellbeing. What SEAHEALTH s many new tools all have in common is their approach to outreach. It must be as practical and easy to implement as possible. We want to share our knowledge of health and safety and this is to be done with a new approach to learning and information distribution that aims to engage and involve recipients. 2

The enclosed spaces campaign that SEAHEALTH ran in 2015 for shipowners NORDEN is an excellent example of how SEAHEALTH reaches out and assists in the process of helping companies and crews tackle internal discussions. SEAHEALTH s occupational health and safety advisory services are widely used by seafarers and shipping companies and there is also major international interest in the way SEAHEALTH communicates occupational health and safety and our products. Financial stability The Board is pleased to note that despite investing in co-locating with the Danish Government Seamen s Service and the Maritime Library and its many health and safety activities at sea, SEAHEALTH s finances remain stable, with a good balance between tasking and operations. The Board also looks forward to completion of the medical guide for seafarers and has decided, considering the major importance of the guide for seafarers and shipping companies and the great work being done by so many on the project, to make the necessary funding available for the guide. The costs of the guide are expected to be recovered in the course of some years from sales which will also cover funding from the Danish Maritime Fund. 3

4 Health and safety - new forms Medical Guide for Seafarers Work started at the end of 2015 on producing a new medical guide for seafarers after it had been put on standby for a lengthy period. Work on the guide and associated instruction films, e-book, website and app will be completed and the guide released in mid The guide s focus is on communicating with seafarers and it is therefore richly illustrated with simple descriptions of the various procedures. Understanding is supported by the short instruction films. The medical guide will be used nationally as part of the system established by the Center for Maritime Health Service on Fanø, Radio Medical and Ship s Medical Chest for training crew who provide medical treatment. The project is being supported by the Danish Maritime Fund. Lægebog for Søfarende Autoriseret af Søfartstyrelsen Health and Safety at Sea IT program Update Version 5.0 Shipowners and vessels will receive a new version of the Health and Safety at Sea program during the summer of The whole platform has been upgraded and its technological basis has been modernised. The new technology means it will still be possible to have an offline platform with access to new features and functionality. The new upgrade reflects our vision of gradually being able to provide an online platform. The work on these enhancements started by gathering and reviewing users feedback during 2014 and 2015, and some of their wishes were implemented already in Development is continuing in The new upgrade aims to ensure a better user experience and better general functionality in the program, also including strengthening relations between ship and office. Crisis management services Crisis management services are one of the offerings for which there is regular demand. Professional assistance in a crisis is absolutely crucial for individual seafarers and for their companies. SEAHEALTH also provides general advisory services and courses on crisis management and mental wellbeing and can also help review whether procedures can be improved. Consultancy services and courses During 2015, we ran courses and presentations on Collaboration between ship and office, Holding Employee Performance Development Reviews, Good Management at Sea and Leading Diversity. We also provided services for a wide range of national and international shipowners and organisations. Seafarers views on the risk of piracy SEAHEALTH has been collaborating with the University of Copenhagen in having anthropologist Adrienne Mannov do research into seafarers perception of the risk of piracy. The focus was naturally on sailing in high risk areas. Her thesis was completed at the end of 2015: Economies of Security: An Ethnography of Merchant Seafarers, Global Itineraries and Maritime Piracy. One of the main conclusions is that piracy is only one of many existential risks threatening the safety of seafarers. Perceptions vary depending on the existential safety that seafarers know from their homes. Their reactions to threats such as piracy therefore differ just as much as their backgrounds. The thesis also addresses a range of other psychosocial working conditions and seafarers perceptions of various kinds of risk. 5 SEAHEALTH 2016, Rødovre NO ACTION REQUIRED NO ACTION REQUIRED SEAHEALTH Safety Assessments Increasing demand in the maritime industry for a targeted approach to safety got SEAHEALTH to start working on to new tools: Safety Recruitment Tool and Safety Performance Assessment. These tools are also intended to ensure a greater focus on safety during recruitment. The tools can also help assess the safety climate in the organisation and any need for employee training. The tools are being developed with input from the National Research Centre for the Working Environment (NFA) and an expert from the University of Southern Denmark (SDU) and we expect development to be completed in Nearmiss database Preventing accidents by learning from others unsafe conditions, actions and near-misses is always highly topical and important for working on safety. The most instructional events are circulated as Safety Learnings to all database users, that include shipowners, vessels and the maritime training schools. Enclosed spaces campaign SEAHEALTH worked with shipowners NORDEN to develop a campaign aimed at ensuring that seagoing crews understand the dangers of entering enclosed spaces. The campaign split into five core messages. 1. Your own understanding of the rules, procedures and permits relating to enclosed spaces. 2. Do a risk assessment on the whole process and do not be tempted to not follow the rules. 3. Stop and think before entering an enclosed space, take a minute to think whether everything is OK. 4. Identify all enclosed spaces on board. 5. Anchor the issues that come out during the campaign. Other shipowners can also make use of the campaign on application to SEAHEALTH. ACTION REQUIRED THE 8 SAFETY LINKS A game to promote your safety culture We find that accidents and near-misses are investigated and that systems are updated with the latest information ACTION REQUIRED We trust management to do their best for us when it comes to safety in the workplace We are briefed about the work being done by the safety organisation The 8 Safety Links - as a game The 8 Safety Links is now available as a board game aimed at getting discussions going and talking about issues that are difficult and those which have succeeded in daily routines when it comes to safety. Fifty statements have been carefully drawn up for joint discussion and review. The questions cover all the issues that are crucial for having a safety culture in place. The game can be used in seminars or on board as part of safety meetings. SEAHEALTH s consultants have also had great success in using the game in officer seminars and 16 safety courses. Cross-Wind Network Companies that manufacture, install and service offshore wind farms established a network in 2015 to share know-how and experience in the field of Health and Safety. Consisting of 14 companies, the network received a grant from the Danish Maritime Fund for a preliminary study which showed that tools need to be developed to benchmark performance and to support a good safety culture. The aim of the network is to gradually raise standards from a maritime perspective and to get more companies in Europe to sign up to a charter that ensures that they are benchmarked quantitatively and qualitatively for Health and Safety. The emphasis is on the positive parameters of identifying collaboration and dialogue in helping to develop an industrial standard for countries throughout the supply chain. 5

SEAHEALTH promotes health and safety for seafarers regardless of rank and nationality. We service all ships, ranging from small supply and specialist ships, to large tankers, bulkers and container ships and passenger ships. SEAHEALTH consultants are available to the Danish merchant marine. As the industry s own advisers, we help identify problems and possible solutions.
