2 CITI-SENSE Response to the GEOSS AIP-6 CFP 1 Overview The purpose of this response from the CITI-SENSE project is to offer to increase Societal Benefit Area (SBA) use of GEOSS resources by end-users, citizens and researchers including a context of citizens science in particular in the Societal Benefit Areas (SBA) of Health with Climate and Weather through Air Quality. The content of this response is a description of how the CITI-SENSE project can assist in increasing the use of GEOSS resources by end-users for the Societal Benefit Areas (SBA) of Health with Climate and Weather through Air Quality. The approach of this response is to use the European FP7 project CITI-SENSE as a foundation for a focus on the use of GEOSS within the Societal Benefit Areas of Health with Climate and Weather through Air Quality, and to increase the availability of GEOSS resources by providing data services and sensor information through the GEOSS Common Infrastructure. The benefits of this response is an Increased Societal Benefit Area (SBA) use of GEOSS resources by end-users in particular in the Societal Benefit Areas (SBA) of Health with Climate and Weather through Air Quality, and an increased availability of GEOSS resources. 2 Proposed Contributions The proposed contributions from the CITI-SENSE project are related to the project objectives of providing a Citizens Observatory, including apps and web interfaces with support for static and mobil sensors and the involvement of citizens through crowd sourcing. It is in particular addressing this in the domain of air quality and health. This is connected to the following suggested topic for AIP-7: Environmental monitoring using Mobile Sensors, Citizen Observatories, Crowd Sourcing The functionality of the App/Web interfaces will be suited to use in areas with near-real time feeds and alerts on air temp, air quality, wind and other local public environmental information, coupled with local street network (directions, routing), critical facilities, basemap, utilities data, links to other data sources. Users can subscribe to timely reports or status alerts. Data is typically gathered from various sources: Citizens (from the occasional observer to the professional surveyor) can collect a variety of environmental data properties while in the field with a location-enabled smartphones, based on pre-assigned tasks. Forms would be prepared to collect or verify (qualitative aspect) observed air quality, UV, and weather information (clouds, temperature, rainfall, etc.) and related location observations. 2

3 Sensors: With the proliferation of consumer and professional sensors, environmental data properties can be collected from fixed locations (rooftops, poles, etc.) and moving features (like buses and bikes.). Some observations should not be available for general public consumption and access can be granted to specific users only. This requires user authentication and access control. AIP-5 and AIP-6 have developed an access federation. Overview of App functionality (Use case) (New): Collection of observations, including crowd sourced questionnaire answers, and sensor data and visualisation of relevant results. Different apps and web interfaces will be developed, and it will be part of a forthcoming discussion to discuss exactly which of these that will be most suitable in the AIP-7 context. Application Development Framework to be used: HTML-5 based, with PhoneGap, JQuery Mobile or similar Deployment: Mobile browser-based both: Potentially both, through use of HTML5 Discussion and list of data sources, standards based interface protocols (OGC), and gaps: Data sources will be using ISO/TC211, INSPIRE and OGC-based standards, i.e. WFS, SOS, etc. Additional service requirements anticipated : Potential use of GEOSS GCO results like DAB and support for security/authentication. 3

4 2.1.2 Supporting Technologies It is not a plan to contribute directly to the development of new supporting technologies, but it is an ambition to take advantage of the use of synergies and results from other current and previous AIP partners and activities for suitable supporting technologies Architecture and Interoperability Arrangement Development It is not a plan to contribute directly to the development of new architecture and interoperability arrangements, but it is an ambition to take advantage of the use of synergies and results from other current and previous AIP partners and activities for suitable architecture and interoperability arrangements. 3 Description of (Organization Name) CITI-SENSE is a Collaborative Project partly funded by the EU FP7-ENV-2012 under grant agreement no See CITI-SENSE will develop citizens observatories to empower citizens to contribute to and participate in environmental governance, to enable them to support and influence community and societal priorities and associated decision making. CITI-SENSE will develop, test, demonstrate and validate a community-based environmental monitoring and information system using innovative and novel Earth Observation applications. To achieve this, the project will: (i) raise environmental awareness in citizens, (ii) raise user participation in societal environmental decisions and (iii) provide feedback on the impact that citizens had in decisions. It will address the call s request for effective participation by citizens in environmental stewardship, based on broad stakeholder and user involvement in support of both community and policy priorities. The project aims to learn from citizen experience and perception and enable citizenship co-participation in community decision making and co-operative planning. The concept of CITI-SENSE rests on three pillars: technological platforms for distributed monitoring; information and communication technologies; and societal involvement. Three pilot case studies will focus on a range of services related to environmental issues of societal concern: combined environmental exposure and health associated with air quality; noise and development of public spaces, and indoor air at schools. Attention will be given to representativeness of citizen participation. The case studies will be designed in collaboration with citizens groups and decision makers. They will be based on distributed data collection using innovative static, portable and personal devices (lowcost reliable microsensor packs) that communicate with a data repositories through mobile phones or other devices. Development of participatory methods, data management strategies, and applications to facilitate exploitation of the data and information for policy, and society, will be done. 4

5 CITI-SENSE started in October 2012 and lasts over a period of four years, until September CITI-SENSE has a budget of 12M and is part of the EU Call: FP7-ENV Developing community-based environmental monitoring and information systems using innovative and novel earth observation applications.
