Incorporating Sustainability into Mining Plant & Infrastructure Design
2 About Hatch Employee-owned Serving mining & metals, energy and infrastructure for more than 80 years Projects in more than 150 countries More than 11,000 professionals worldwide More than US$35 billion of projects under management EPCM, integrated teams, project and construction management Consulting process, technology and business In-plant engineering services for operations
6 Introduction Demands on the design process ever increasing: Design for safety Design for environment Design for sustainability Design for closure Circumstances at closure are rarely those planned at design Obtaining & strengthening the Social Licence to Operate as a key design criterion to support a project that can be resilient to inevitable changes.
7 The Social Licence to Operate The Social Licence to Operate allows you to truly become part of the communities and society in which you operate Adapted from Pierre Lassonde, President of Newmont Mining Corporation Any social institution and business is no exception operates in a society via a social contract Shocker and Seithi, 1973
8 The Social Licence to Operate Society is indeed a contract... it becomes a partnership not only between those who are living, but between those who are living, those who are dead, and those who are to be born. Edmund Burke
9 Social Licence to Operate Levels of Social Licence to Operate Legitimacy Credibility Trust Licence withheld Operation rejected Operation accepted Presence tolerated Operation approved Presence supported Shared ownership Community advocates Protestors Partners Adapted from Boutilier and Thomson
10 Components of the Social Licence to Operate Environmental Context Societal Licence Community Licence Regulatory Licence
11 Sustainability Developing a shared understanding that works for you: Aspect Society Corporate Mine site Activity Interpretation Sustainability is the need to ensure a better quality of life for all, now and into the future, in a just and equitable manner, whilst living within the limits of supporting ecosystems 1 Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs 2 Sustainable development is making a contribution towards sustainability that is meaningful to your stakeholders An activity is sustainable when it involves no net harm to self or others, preferably with net benefits to stakeholders 1. Agyeman, J., Bullard, R. D., and Evans, B. eds., Just Sustainabilities: Development in an Unequal World (Cambridge, MA, USA: MIT Press, 2003), 5 2. United Nations "Report of the World Commission on Environment and Development." General Assembly Resolution 42/187, 11 December 1987.
12 What is a Meaningful Contribution? This is the challenge for the project team Varies based on the social & environmental context of a project and its stakeholders Enabled by the ESIA process Could be design related such as resource recovery, physical impacts and emissions, energy & resource consumption Could be planning related such as infrastructure layout & integration with community/business requirements Could be CSR programs such as health & schools community donations for short term impacts Could be investment in the local context for long term returns independent of the project
13 How do you design for the SLO? Three key elements that support the process of integrating lifecycle sustainability into the engineering process: Ensure that knowledge of the project s environmental and social context is in the hands of the engineers and designers who are tasked with developing the facility design. Align the scope and schedule of engineering activities with requirements of the Environmental and Social Impact Assessment process. Implement systems, processes and tools that drive engineering decisions to connect with the project s context and support the ESIA processes.
14 Supporting Systems Project development process involves three parallel streams of activity: Engineering design & development Pursuing ESIA and regulatory compliance Supporting acquisition of the Social Licence to Operate Need to break down the silos
15 Integrating Sustainability into Engineering Design FEL 1 FEL 2 FEL 3 FEL 4 O&M Post-Mining Engineering Design & Project Development Concept Pre-Feasibility Feasibility Design & Construct Operations Closure ESIA & Regulatory Compliance Environmental & regulatory strategic planning Context Project definition Regulatory & approvals registers Environmental design criteria Sustainability in Design is an iterative process Baseline social & environmental studies Environmental & social impact assessment Project definition Context 2 Permits, approvals & licences Construction environmental management plans Environmental management systems Social Licence to Operate Communication Consultation Engagement
16 Sustainability in Design: The Engineering Process ESIA & Regulatory Compliance Context Engineering Design Objectives & criteria Iterative process in each FEL Stage Threats & opportunities Analysis & design decisions Project definition Evaluation & reporting
17 Summary Design of facilities to leave positive legacies beyond closure are fundamentally about acquisition and strengthening of the Social Licence to Operate. Offers an objective that provides clarity of purpose while addressing multiple demands. Requires integration of project development processes, but allows proponents to be flexible and responsive.
