14 Conclusions I The era of austerity even degraded the faith in impacts of public STI funding, but also increased pressure of having empirical evidence of impacts of public STI investments Evidence based policy requires evidence based impact monitoring Broad-based Fourth quantitative level & qualitative impact assessment are needed due the Fifth level complexity and non-linearity innovation processes Impact depends (also) on factors outside STI policies or any policies Along extending scope of STI policies grows the complexity of impacts Changing role and dynamics of state & intervention Towards transformational STI policies and impact monitoring? 18/09/

15 Conclusions II Impact assessment increasingly a common practice growing needs of harmonization and standardization Decision-makers must be aware of inherent limitations of impact assessment much room to improve credibility and transparency `Impact via Fourth LBIO level based data a step towards evidence based impact assessment -- hence among key metrics -- required data however still scarce among nations / regions internationally Impact assessment mainly ex-post type the challenge to develop reliable ex-ante formulae to assess future impacts Benchmarking with and dissemination of best practices important in innovation agencies and any innovation policy organisations 18/09/
