5 Executive Summary The Facilities Operations Benchmarking and Performance Indicators Report provide an overview of the University of Missouri System s selected operational expenses and activities for fiscal years 2009 to The university works with Sightlines, a university benchmark consultant, whose research includes data gathering and a comparative analysis of these data among peer institutions in the United States. This report includes comparisons between University of Missouri campuses and peer institutions selected by Sightlines based on the following criteria: Student population (size) and technical complexity of plant and location. Operational expenses include the following: Staff (salaries, wages and benefits), utilities (energy, water, sewer, etc.) and other expenses (supplies, contracts, etc.). In 2013, the university saw an increase of $4 million (6%) to its operational expenses. The major factor that contributed to the increase was cost of utilities. Energy consumption and expense encompass the consumption and expense of electricity and fossil fuel the University used during the fiscal year. The cost of energy consumption was the largest operational expense incurred; it consists of $21 million (29%) of the total operational expense. Consumption of energy is based on many factors including region or climate, type of institution, technical complexity, utility systems, campus backlog and more. Each energy section of the report lists a few examples of buildings that include projects which impact energy consumption. Performance indicators are provided by Sightlines. These indicators serve or function as benchmarks that show how well facilities services units perform in the following areas: Cleanliness (space is inspected to determine if it is free from dirt, debris, and stocked with the proper paper products in restrooms, etc.), general repair or impression (an independent judgment of campus general repair or impression by an inspection of a representative sample of campus buildings), and campus inspection index (composite of inspection rates of cleanliness, general repair or impression, exterior, grounds and mechanical spaces). Similarly, the indicators enable facilities service units to assess how well they use resources to serve students, staff and faculty. 4

In FY 2013, the university saw a 6% increase to their operational expense which can be attributed to the particularly harsh winter with increased fossil fuel usage and higher amount of snow removal. 5

The total cost of utilities increased because electric rates increased 13%, City of Columbia sewer costs increased 32%, and there was a small increase in space. A few examples of facilities with current energy projects include Animal Science Research Center, Gwynn Hall, Health Science Library, Medical Science Building, and Trowbridge Livestock Center. 7

Conclusion The Facilities Operations Benchmarking and Performance Indicators Report is a summary of all the operational expense and performance indicators for fiscal years 17
19 2009 to The University of Missouri partnered with Sightlines, a benchmark consultant, whose research includes data gathering and a comparative analysis of these data among peer institutions among the United States. The University of Missouri uses the comparative analysis to determine how well facilities service units at the university campuses compare to their peer institutions. The University of Missouri spent $73 million for operational expenses in FY 2013, including: Staff (salaries, wages and benefits), utilities (energy, water, sewer, etc.) and other expenses (supplies, contracts, etc.) that are needed for the University to function daily. The University of Missouri challenges its facilities management to keep cost down and in FY 2013, operational expenses incurred a 6% increase from FY This increase was attributed to the increase in energy expense. The University recognizes that energy consumption and expense has factors that cannot be controlled by the University such as climate or energy rate increases. Therefore, the University of Missouri currently has projects that will conserve energy throughout the campuses. The University uses the Sightlines comparative analysis to illustrate how it compares to peer institutions. The Sightlines comparative analysis illustrates that facilities at the University of Missouri has shown improvement on its year to year comparison on the performance indicators. Management uses the comparative analysis to make decisions that have a positive impact on the performance indicators. 18
