2 Research and Innovation Technological Networks : Launched in 1999 («Assises nationales de l innovation» , CIRST 1998 & 1999 ) Networks are aimed at fostering public / private partnerships on specific themes Partners are public labs, research organisations, universities,... Large corporations as well as SMEs are included in the Partnerships

3 A major interest for policy makers network is a structuring policy instrument for R&I ÅStructure and co-ordinate research policies ( aerospace research network upon the supersonic plane of the future ) ÅSustain competitive advantage in economic sectors ÅPromote a more integrated view of R&I than the large programs ÅCreate a logic of response to the economic or societal needs in the medium term ( i.e. societal risks) But RRIT have more specific interests...

4 RRIT networks serve concrete goals ÅBreak technological barriers to develop products and services based on new technologies ÅEncourage creation and growth of innovative companies (high technology networks) ÅIncrease the use of new technologies and knowledge ÅSet up research partnerships between industries and laboratories So such networks have legitimacy...

18 Experience suggests improvements a network has a cost ÅPolicy : Å need for a coherent articulation between the different modes of public action (RRITs, ACIs, calls for offer) ÅBudget : Å operating budget (3% - 10% of the funding for the projects) should not be underestimated Å hidden costs must be better identified (secretariat, logistics, experts travel expenses,... ÅCommunication : Å more animation, more external and internal communication required with innovation communities more improvements needed...

19 Experience suggests improvements the authority of the network has to gain recognition and delegation ÅCall for proposal and management of funding ÅRecruiting scientists on the projects ÅFunding procedure for projects remains a concern : Å Multiple sources of public financing (mostly Ministry of Research, of Industry, ) Å Different procedures for project appraisal : timing, evaluation criteria Å Strong need for efficiency, harmonisation of procedures and funding modes (reimbursable funding, grants)
