1 Ocean Literacy UK A consortium of marine scientists and educators supporting marine literacy in schools Netil House, 1 Westgate Street, London, E8 3RL Date: 15 th April 2013 Dear Secretary of State, Understanding the importance of the Marine environment Please find enclosed a consultation response from a consortium of marine experts. This group includes leading science, education and industry representatives, who have a track record of delivering high quality marine education as part of the current National Curriculum and other national and international education initiatives. The United Kingdom is a maritime nation and a global leader in marine science. As such marine related teaching should be an essential part of the core National Curriculum offering for all schools. There is a strong case for ensuring our citizens are marine literate. An understanding of the science and geography of the marine environment is critical to ensure pupils are prepared for the opportunities, responsibilities and experiences of later life. We have responded on the detail of the current draft science and geography programmes of study. In addition we would like you to consider three overarching points: 1. The benefits of scientific rigour 2. Broadening the scope of the Science and Geography curriculum to encompass marine, alongside terrestrial environments 3. Including marine examples in the non- statutory guidance for teachers The curriculum document as it stands raises a number of concerns that we would like to see addressed: with particular reference to the terrestrial bias to the teaching of plants and photosynthesis, life cycles and reproduction. With the ocean covering 71% of the planet s surface and ~90% of planetary life found in the seas, there is a disproportionate focus on terrestrial species, processes and places. As such, we fear that young people in England will not receive the rigorous education to which we all aspire. 1

2 It is recognised that coastal marine environments now appear within the statutory curriculum and that the ocean is mentioned within the non- statutory guidance for teachers. We feel there are simple amends that would create additional opportunity to teach the importance of the ocean in the Earth system. The flexibility that enables dynamic teacher input in shaping their schools curriculum is fantastic. However, as a terrestrial bias has historically shaped the curriculum, many teachers have limited previous experience in delivering marine topics. Our experience, and a body of published research, shows that teachers are uncomfortable and uninformed in relation to marine- based subjects. This makes it unlikely that important marine topics are delivered as part of the increased flexibility set out in the new curriculum structure. This is why it is critical to move the curriculum away from a terrestrial bias and provide compelling marine examples as part of the statutory elements of the National Curriculum. Thereby actively encouraging and supporting teachers to teach marine literacy. The peripheral benefits of this are great as pupils can be exposed to many areas of science, from biology to chemistry and physics and also other subjects such as law, economics and sustainability. We recognise this curriculum reform process is a timely opportunity to reflect the importance of the marine environment in our children s futures.
