For technology producers, ETV: Builds trust with technology purchasers and users Brings easier access to markets / new markets For technology purchasers / users: Comparison of technologies, clearer choices Flags up innovative, cost-efficient solutions For policy-makers: A source of added knowledge, e.g. in regulatory context Identifies possible solutions to emerging challenges 8
9 Short description of technology and operational conditions. Summary of testing and verification process. Actual performance parameters, after verification. Possible additional information (life-cycle aspects, user manual, costs aspects ). ETV report and 'Statement of Verification' For use in business-to-business relations. Not a label or product certificate. Credible performance claims. 9
10 Study on ETV market potential Showed ETV most beneficial where: Standards/certification No product standards currently exist. Certification/standards are not harmonised across EU. Products Products are specific and innovation is fast-paced. (ETV) product more expensive than incumbent products, but offer superior environmental performance. Testing Technology is 'simply' laboratory tested. Testing environmental performance is complex. 10
11 Study on ETV market potential (cont) ETV most beneficial where: Markets Markets are populated by relatively homogeneous technologies. Developers are SMEs (often with limited reputation, track record and/or facing strong competition). End-users Risk-averse customers tend to buy only market-proven products. The relationship between buyer and seller is underdeveloped, especially in nascent markets. 11

Some technologies verified (Feb. 2011): US 443; Japan 323; Korea 133; Canada 57; Philippines 50. (Small number in EU also, under research programmes etc) 22
23 International co-operation on ETV International Working Group (IWG) on ETV: Canada, EU, Korea and the Philippines; China, Japan and the USA are observers. Main objective: Exploring grounds for mutual recognition of ETV programmes Building consensus on key aspects Facilitates joint and co-verification Feasibility of an ISO standard for environmental technology verification and reporting International events to promote ETV 23
24 Proposed ISO on ETV Submission of proposal to ISO by Canada on 15 June 2012 Proposal to develop a new ISO Standard on ETV, based on documents prepared by IWG and compatible with EU pilot programme (GVP) Decision on proposal by ISO TC 207 expected in February 2013 (if positive) establishment of working group and beginning of work on new standard in February 2013 New standard would be the basis for mutual recognition of ETV programmes (2016+) 24
