ENERGY The Verification Path Offshore Wind 4: Floating Wind Turbines All Energy 2016 Alexandra de Marichalar 1 SAFER, SMARTER, GREENER
The origins of third party services, Year one of 150 years It is likely that unlikely things should happen Aristoteles Ship classification started 1864 / earlier Every 1/5 ship that left the port didn t return. Usually they lost the cargo and the crew Ship classification help the insurance to chose the good ships among others not as good, therefore classification was needed for this quality selection Insurance companies could charge if the ship was not on good shape, then Finally.the risk was mitigated! 2
What is a standard? Lays down technical requirements and acceptance criteria Provides requirements, specifications and guidelines that can be used consistently to ensure that objects are fit for their purpose 3
Why do we need standards? Offshore challenges are obvious Risk mitigation is necessary Standards capitalize on industry experiences to ensure a safe and robust system Source: Wikimedia Commons 4
Standards should assist industry development A standard is not only about setting technical requirements It is about setting the right technical requirements that promotes industry growth Hywind Photo: Knut Ronold, DNV GL 5
DNV-OS-J103 Design of Floating Wind Turbine Structures Published June 2013 Can be downloaded for free on Developed through a Joint Industry Project (JIP) during Industry hearing April 2013 Participants: 6
Contents of DNV-OS-J103 Technical issues covered Safety philosophy and design principles Site conditions, loads and response Materials and corrosion protection Structural design Design of anchor foundations Station keeping Floating stability Control system Mechanical system Transport and installation In-service inspection, maintenance and monitoring Cable design (structural) Guidance for coupled analysis (appendix) 7
Why a third party involvement? Some common counter-arguments: Others have done it before, so it s proven No one else is doing this, so we drop it We have deadlines and limited budget, so we can t do this However: All designs are different, therefore a customize advisory is needed Each project/design has its own requirements, therefore the added value changes from project to project Relativize the third party advisory costs versus cost of a failure There is a lot innovation on going which may exceed the ranges of standards, a third party help to cover completely the particular case and remove requirements that are not relevant any longer
Why a third part involvement Value driven arguments - Ensures latest knowledge (state-of-the-art) is included - Builds trust and confidence between all parties - Increases knowledge sharing - A mean for the industry to reduce costs - Important risk mitigation measure Compliance arguments, a ticket to trade! Legislation Either or arguments - Increases investors willingness to invest - Reduces insurance companies risk - Facilitates trading of offshore assets PelaStar Source: Glosten Associates Source: Japan Times 9
Verification & Certification A structured approach to mitigate project risks Modular service provision for onshore and offshore wind projects based on client s needs Main services: Site specific design conditions Site specific design assessment Surveillance during production Surveillance of transport and installation Surveillance during commissioning Project certificate Periodic monitoring Longest history in wind energy Own standards/guidelines Biggest workforce and highly qualified teams Avoiding damages/reducing financial risks/securing investment Certification is based upon: International standards Various national certification systems DNV standards and GL guidelines Customer s specifications
Modifications The Basic DNV Technology Qualification Work Process Qualification Basis (Set the requirements) Technology Assessment (Novelty and prohibitive obstacles) Threat Assessment (Failure modes and risks) Qualification Plan (Select qualification methods) Execution of plan (Collect evidence) Performance Assessment (Verify compliance with requirements) The expectations to the technology What s new and needs qualification? What can go wrong at what risk? Plan to address the threats? Work the plan Compliance with Qualification Basis? Technology Qualified 11
