Objective: Salt Dome Storage Facilities. 7 million m 3 capacity (1-st phase, with expanding potential to even 20 million m 3 ). 54 caverns, 100,000 m 3 each. Location: Pomerania, Poland (near Gdańsk/Baltic Coast). Estimated Investment: $500 million. Endorsed/Directed by the Government of Poland. Commercially Viable. 3 Salt caverns energy security & diversification LOTOS Vertically integrated oil concern Refinery in Gdańsk (200,000 bpd capacity). >$7 billion in annual revenues. Just completed 10+ Program. Increased refinery capacity from 6 mtpa to more than 10 mtpa. Increased share of middle distillates (diesel, jet) in refinery production, meeting market needs. Increased value of the company (project value: $2 billion). PERN Main logistics operator in Poland (crude oil and fuels). 100% owned by State of Poland. Operating Polish part of Druzhba Pipeline. 5 Project history Letter of Intent between LOTOS and PERN was signed on 15 th of June, LOTOS proposes establishing a Polish strategic petroleum reserve leveraging Pomeranian salt caverns. Government of Poland directs OLPP and PERN building salt cavern storage facilities. Central Europe Energy Partners (CEEP) contributes to the validation of project assumptions in early LOTOS and PERN began initial concept development as a team. LOTOS and PERN started to cooperate. 6 The Rational: Poland face a shortage in petroleum storage facilities Poland especially needs additional capacities for strategic reserves and commercial reserves. We need to ensure capacity for LOTOS strategic reserves (as obliged by legal regulations) and company s commercial reserves. There are good geological conditions in Pomerania. 7 The Rational: Poland face a shortage in petroleum storage facilities Geopolitical situation in countries producers of crude oil and transit countries. Decrease of the dependency level from deliveries of Russian crude oil (appeasment or neutralisation of results of closing Druzhba Pipeline or interferences in Naftoport Harbor operations). 8 Salt Caverns offer many advantages Storing energy resources in geological structures is much cheaper than building traditional tanks above the ground.. Salt caverns 30% of above the ground tanks. Decades of experience have proven that salt caverns are an environmentally safe means of petroleum storage. Salt caverns cave serve multiple purposes: Oil, Petroleum products, Natural Gas, CO 2. 9 The storage of petroleum and gas is an established practice in the European Union Existing: Manosqua (France): 36 caverns, capacity 16 mln m³, Etzel (Germany): 33 caverns, capacity 14 mln m³, Iceland Rustringen (Germany): 41 caverns, capacity 10 mln m³, Góra (Poland): capacity 3 mln m³. Planned: Gdańsk. 12 Salt Caverns in the Pomeranian region can serve a number of useful commercial purposes Storage of petroleum products. Serve Poland s and the Baltic region s petroleum refineries. Serve as buffer storage for existing pipelines and emergent pipelines (Odessa-Gdańsk). Diversification of supply (the possibility of optimizing the delivery by decrease of dependence on Druzhba Pipeline deliveries and high spot prices). Baltic sea countries may be interested in cost-competitive oil and fuel storage in caverns in Poland: Estonia, Latvia, Lithuania, Germany, Sweden, Finland. 13 Project Caverns can strengthen regional energy security by functioning as a strategic petroleum reserve Strategic petroleum reserves complement and reinforce a nation s resilience to oil shocks generated by conflict, environmental disaster and other unexpected events. Project Caverns can serve Polish SPR requirements and be tailored to serve SPR requirements of neighboring countries that do not possess crude oil and natural gas deposits or adequate geological structures suitable for storing energy commodities. 16 Project Caverns: Key Next Steps LOTOS and PERN are preparing a comprehensive report on the SPR system in different countries (e.g. USA, France, Germany) with recommendations of best practices for the Polish Government. The findings will assist the Government of Poland to update its regulation governing the development and management of its SPR. 17 Project Caverns: The US-PL Dimension (1) In recent years energy security has risen the top tier of the US-Poland bilateral agenda and the focus of their respective regional agenda. The development and management of strategic petroleum reserves in underground salt dome facilities has been the topic of discussion and cooperation between the USA and Poland but it should be moved up on the priority list of US-Polish cooperation. 18 Project Caverns: The US-PL Dimension (2) Project Caverns can benefit from American government and commercial experience and expertise in the development and management of salt cavern storage facilities and SPRs. Cooperation in this regard would facilitate a tangible, environmentally sound, short term and strategically significant project. It would be an enduring demonstration of US-Poland cooperation. The commercial and governmental demand for petroleum storage makes the cavern project a commercially viable one.
