The event took place on 11 March 2010 in Brussels within the framework of the Euro- Mediterranean Dialogue on the future of the textile and clothing sector, which the Commission has been conducting with Mediterranean partner countries since The Main Objective The main objective of the conference was to share success stories and good practices from innovative enterprises and institutes, centres and organisations that serve the firms of the textile industry in their innovation activities in the Euro-Mediterranean Region. This was achieved through exchanging information - and hence improving awareness of the latest research and industrial developments and future innovative efforts and trends in the sector throughout the Euro-Mediterranean Region, as well as promoting technology transfer within it. The aim of the conference was to enhance co-operation between EU and Mediterranean partner countries in research, development and innovation, especially between the research sector and the industry. Welcome The conference was opened with a welcome address and opening statements by Mr Gwenole Cozigou (Director of the Chemicals, Metals, Forest-based & Textile Industries Directorate at the Directorate-General for Enterprise and Industry of the European Commission) and by Mr Francesco Marchi (Director General of the European Apparel and Textile Association, EURATEX) In his opening statement, Mr Gwenole Cozigou reminded participants of the background to the conference within the framework of the Euro
2 Mediterranean Dialogue, which was created as a platform to indentify ways of developing common industrial strategies to improve the competitiveness of the textile and clothing industry and to enable an exchange of information and experience across the Euro- Mediterranean region. He added that the recent financial and economic crisis made it even more crucial to cooperate across the region to look after mutual interests and to modernise the sector. Morning session The morning session, chaired by Mr Francesco Marchi (EURATEX) started with the presentation by Mr Gwenole Cozigou (European Commission) on EU policy on the modernisation of the textiles and clothing industry. In his speech, he drew attention to an increasing demand for technical textiles, which is one of the most dynamic areas in the textiles and clothing industry. He explained how EU industrial policy is supporting the modernisation of the textiles and clothing industry, turning societal needs into growth opportunities, making references to EU Lead Market Initiative 1 and to funding available under the EU's Seventh Framework Programme for Research as well as under EU Competitiveness and Innovation Programme. He also gave an overview of the Europe 2020 Strategy presenting what the introduction of the Europe 2020 means for textile and clothing enterprises. Finally, he stressed that innovation and technological development as well as international competition will remain major challenges, which require a continuous capacity of adaptation. Mr Francesco Marchi, (Director-General of EURATEX) gave an overview on economic trends and developments in the EU textile and clothing industry. Besides discussing the challenges which the sector is facing, such as poor internal market, falling export markets and credit crunches, he emphasised a growing interest in technical textiles reflected in their increased consumption and growing trade vis-à-vis clothing and traditional textiles. Furthermore, he presented the economic analysis and trade flows of technical textiles in Mediterranean countries. In his analysis, Mr Marchi made references to the biggest EU exporters of technical textiles (Germany, Italy, France, the United Kingdom and the Netherlands) and the fastest growing Mediterranean countries in technical textiles (Algeria, Egypt, Israel, Morocco, Tunisia and Turkey). The clear message from his presentation was that the Euro-Mediterranean Region emerges as the most dynamic market for technical textiles. The economic and trade analysis was followed by the presentation of Mr Aldo Tempesti, (Leader of the EURATEX Technical Textiles Working Group ) which concentrated specifically on technical textiles in the European Union. In his broad overview of the sector, he highlighted the importance of an entrepreneurial spirit, developments in the European technical and innovative textiles sector, as well as new approach to textiles, innovation and business strategies. In addition, he outlined the main principles of the future strategy on technical textiles and the importance of relevant competiveness factors. According to Mr Tempesti, the future strategy should be focused on a new approach in terms of marketing management, knowledge management, new forms of organization and adequate policies by various institutions involved in the process. Among competitive factors for technical textile sector, he listed intellectual property rights, interdisciplinary research and human capital. As the main priority for the sector, he emphasised a need for the creation of a high level European technological network. This network would bring together interests of 1 For more information, see
3 market and of public authorities in order to supply a constructive and substantial contribution in terms of research and development in technical textiles. The overview of technical textiles was followed by two presentations on the application potential of technical textiles in the Mediterranean Region. The first presentation delivered by Dr Jamal Sarsour, (expert of Environmental Technologies at ITV-Denkendorf, Germany) focused on innovative technical textiles for water management. The second presentation by Dr Thomas B. Messervey (Construction Group Leader at D Appolonia SpA, Italy) concentrated on innovative technical textiles for earthquake protection on the example of polyfunctional technical textiles against natural hazards (POLYTECT). Both speakers presented specific examples of technical textiles developed by European research centres in cooperation with industry, which also could be applied in the Mediterranean partner countries. In the first presentation, Dr Sarsour discussed the role technical textiles in water management, a project carried out by the Institute of Textiles Technology and Process Engineering in Denkendorf, using innovative and intelligent products among them medical textiles, smart textiles and textiles for environmental technology. The project partners included two textile companies and non-profit research institutes supervised by the Ministry of Economics of the State of Baden-Wurttemberg. The textiles collectors of water used in field trials in the Namib Desert in Africa and irrigation systems in Crete were presented. The second presentation on application of technical textiles, delivered by Dr Messervey, featured an EU funded four-year project (POLYTECT). The POLYTECT is as part of EU Sixth Framework Programme targeting SMEs with 27 partners from 13 countries. Its aim is to develop sensor embedded textiles for geotechnical and masonry applications in the filed of civil engineering. The project consortium is based on a strong partnership of diverse functionalities including research centres, universities and companies. Dr Messervey highlighted an important role of smart/technical textiles in future of civil engineering by presenting an example of application and use of multifunctional (sensor-embedded) textiles for the reinforcement and monitoring of civil infrastructure. It demonstrated how technical textiles can not only prevent but also assess damages caused by earthquakes. The examples of innovative technical textiles were followed by a presentation by Mr Helder Rosendo, (Director General of CITEVE, Portugal) who discussed developing textile excellence in bilateral Euro-Mediterranean partnerships on an example of TEMP project. The TEMP project emerged as a result of challenges for the EU textile and clothing sector, opportunities within the Mediterranean Region and a need for strong cooperation at all levels. Mr Rosendo discussed how the TEMP Project aims to enhance research potential, exchange of know-how and develop scientific and human potential in technical textiles between Portugal, Italy and Tunisia under EU Seventh Framework Programme. The project is supposed to reinforce strategic partnerships in three research entities and three Innovation Promotion Associations. He explained what needs to be taken into consideration in order to facilitate the introduction of technical textiles into the market such as IPR management, laboratory and research management and water, waste and energy management. Afternoon session The afternoon session, chaired by Mr Luis Filipe Girão (the Enterprise and Industry DG of the European Commission) started with the presentation of Mr Jacques Tankere, (PDG TEXINOV, Vice President of Techtera and Vice-president UNITEX, France) who discussed technical textiles as a response to climate change. In his presentation he concentrated on the application of technical textiles in agriculture on an example of - 3 -
4 TEXINOV enterprise. In particular, he talked about the involvement of TEXINOV in several consortia including joint cooperation on EU funded projects in agro-textiles from renewable resources and in memory shape textiles. Further, he emphasised the contribution of the textile industry to sustainable development in agriculture by pointing out how agro-textiles reduced the use of pesticides and increased the agronomic productivity. In the session dedicated research and innovation challenges for technical textiles in the European Union, Mr Lutz Walter (Head of Research & Development Department at EURATEX, Secretary of the ETP Governing Council) presented the activity of the European Technology Platform (EFT) for the future of textiles and clothing 2. He discussed its future vision and strategic research agenda, including priority research themes and research funding opportunities for textile projects under EU Framework Programmes (Sixth and Seventh ). He highlighted an importance of demand-side innovation policies by explaining the road from research funding to industry innovation in technical textiles. Consecutively, two examples of research and innovation challenges related to technical textiles in the Mediterranean countries were presented. In the first presentation, Prof. Dr Arzu Marmarali, (Professor of Textile Engineering Faculty at Ege University, Turkey) discussed a case of Turkey. She gave an overview of technical textile sector in Turkey, concentrating on its competitive advantages such as close cooperation between university and industry, the Custom Union Agreement with the European Union, strong textile research institutions and well-developed textile industry and organized industrial zones. In addition, she presented examples of joint projects involving various Euro- Mediterranean partners. The second case of research and innovation challenges in the Mediterranean Region was presented by Ms. Elena Murzakaeva, (Project Officer at the TEXTECHMed project), who discussed joining efforts of research, business and investment actors cooperating around technical textiles on the example of the TEXTECHMed project. She presented the project's market oriented vision aiming at as well as its first results. In particular, she concentrated on Euro-Mediterranean Technical Textile network development thanks to engagement of European and Mediterranean clusters from Tunisia, Morocco and France on a shared platform. This cooperation aims at a launch of the first Professional Social network dedicated to technical textiles in the Euro-Mediterranean Region. The last session of the conference was dedicated to the financing of research, innovation and cooperation on technical textiles. Mr John Cleuren, (Research Programme Officer - Production technologies for the textile sector, Unit New generation products at DG Research, European Commission) presented funding opportunities for technical textiles and innovation within European research programme for EU Member States and the Mediterranean Region. In his presentation, he gave an overview on the EU's contribution to research and development in textiles, looking at technical textiles as an innovative segment of textile industry and perspectives for technical textiles in EU Seventh Framework Programme (FP7). Mr Cleuren highlighted the importance of collaborative research and international cooperation, with a particular emphasis on Euro-Mediterranean cooperation around research on technical textiles. The Mediterranean perspective of funding opportunities for technical textiles in the Mediterranean Region was presented by Dr Mohamed Abou-iiana, (Executive Director at the Textile Technology Centre, Cairo University, Ministry of Trade and Industry, Egypt). 5 Innovation Fund (EEIF), EU-funded Research Development and Innovation Programme for Egypt, Egypt Science and Technology Fund, TecgTex Invest in Med programme, Tunis Funding, Med Alliance as well as Euro-Mediterranean industrial cooperation in technical textiles In addition, he discussed conditions that need to be met in order to facilitate funding of technical textiles. Debate The presentations led to a lively debate on the next steps to be taken in order to contribute to better cooperation in the area of technical textiles and innovation in the Euro- Mediterranean countries. During the ensuing discussion, the following points were stressed: It was widely agreed that there is a need for setting a framework for regular discussions on technical textiles and innovation, which would enable not only exchange of best practice and know-how in the Euro-Mediterranean Region but also the development of country-specific systems for finding industry-university cooperation; All speakers emphasised the role of the economic and financial crisis as a significant barrier to innovation and research in technical textiles. In particular, the lack of funds emerged as a significant obstacle for international cooperation in technical textiles. At the same time, participants from the Mediterranean reegion expressed their interest in financial support from the European Union in order to develop their innovation and research in technical textiles. In particular during the debate, participants raised the following issues: the need for close cooperation between industry and research centres, which requires an increased effort to develop strong links between a researcher, a producer and an end-user of technical textiles; the call for a greater involvement of national public administration in facilitating such cooperation, in particular in helping to move from traditional to innovative technical textiles and developing new standards. The conference participants recognise an important role of national public administration in introducing relevant policies that would serve as incentives for research centres to innovate technical textiles and for industries to apply these new innovations into the production; the importance of the promotion of the technical textiles sector to a wider public, with an emphasis on various possibilities of applications of technical textiles. In particular, there was an interest in regular dissemination of information about available funding for joint Euro-Mediterranean cooperation in the area of technical textiles; the need for the involvement of more countries from the Euro-Mediterranean Region in the technical textile industry. For instance, Jordan expressed an interest in learning more about technical textiles and to be involved in the Euro-Mediterranean cooperation. However, the Palestine Authorities expressed their concern about the lack of an industrial base to develop technical textiles by pointing out that organic textiles are more accessible in Mediterranean countries than technical textiles; the importance of north-south cooperation in technical textiles and the transfer of know-how and experience within the Euro-Mediterranean Region; - 5 -
6 Proposals (next steps) During the discussion on the future of technical textiles, several proposals were made to stimulate the co-operation in the area of innovation in the Euro-Mediterranean Region: Generally all participants called for closer co-operation, and in particular for the enhancement of north-south co-operation. Such co-operation would not only facilitate learning from each other through the exchange of good practices and the transfer of experiences, but also would create innovative solutions. The importance of the sharing of best practices, knowledge and experience transfer was emphasised. In particular, it would be important to compare how the technical textile sector has been evolving in the Euro- Mediterranean Region, what progress has been made so far. Therefore, all the participants called for the organisation on an annual basis of a similar type of event as the conference on technical textiles and innovation in order to examine how cooperation in technical textiles and innovation is developing in the Euro- Mediterranean Region. Closing of the conference The Euro-Mediterranean conference on technical textiles and innovation was closed by Mr Luis Filipe Girão (the Enterprise and Industry DG of the European Commission). In the framework of the Euro-Mediterranean Dialogue on the Future of the Textile and Clothing sector, new initiatives will be assessed on the basis of the outcome of this conference. The European Commission and other public authorities will set the framework, organise events and provide tools but launching concrete projects will be up to representatives of industry of the textile and clothing sector, research centres involved in innovation on technical textiles and national and regional public authorities.
