Several TC meetings will be held alongside the usual sequence of management meetings. Once again this will be an exciting opportunity to meet and discuss with friends around the world how to promote and further develop the international system of standardization. This year the Busan meeting will certainly host a lot of discussions about the Masterplan and more specifically how to implement the ambitious goals specified there. In SMB a number of items on the agenda have a direct relation to the implementation deliverables for which the SMB has responsibility. 1

2 Consequently the first article by Jack Sheldon will focus on the Masterplan, which was published in SMB currently works on the implementation plan, which provides details on how to achieve the strategic goals. The major elements under SMB responsibility are described and relations to already existing activities in SMB and IEC are shown. Some of the activities will need support and consultation with TC/SCs. It is our intention to contribute with these activities to the success of the IEC as a whole. Jan-Henrik Tiedemann explains the current roll-out of the new Collaboration Platform. TCs are informed about the dates of migration and an outlook to time after roll-out is given. Also information sources for interested parties are provided. Ulrike Haltrich, Chair SyC AAL, describes the activities of the SyC Active Assisted Living, which has been operating since The focus of the article is on the current work and publication of the SyC as well as on a comparison of the SyC work to the work of a traditional TC. Christophe Boyer gives information about IEC s activities in the ever more important area of information security and data privacy, more specifically the work of the related Advisory Committee, ACSEC. ACSEC has just published IEC Guide 120 which provides guidance for TC/SCs on how to best deal with security topics in their own area and work. ACSEC will continue to provide support to all TCs in this respect and we encourage you to seek contact to ACSEC if the need arises. The collaboration with consortia is described by Gilles Thonet. An ahg of SMB has been investigating this area and provided guidance to both IEC TCs and consortia on how to interact efficiently. The position of a consortia facilitator is introduced, who serves as a contact point to both internal and external organizations David Hanlon explains an important use of standards in conformity assessment and the consequences for market access for a wide range of products. He highlights the feedback loop that is introduced by means of Decision Sheets, which capture the experiences of test houses in the application of standards. This information is also provided in AC/31/2017 and via the IEC Academy. And finally information is provided on the Affiliate Programme by Thomas Robertson, as well as on past and current activities of the Young Professional Programme by Robert McLaren. Ralph Sporer, SMB Chair Masterplan Implementation Plan The IEC published its latest Masterplan in 2017, followed by an Implementation Plan in June The Masterplan is high-level strategic plan for the IEC, covering the following 5 years. The Masterplan focuses on four priorities: Market and societal relevance Sustainable business model Flexible organization Agile operations The Implementation Plan contains some 40 deliverables, of which SMB has leading responsibility for 13. SMB has set up an ad hoc Group (ahg 76) to manage these deliverables. Of these deliverables, SMB has decided that extended discussion take place in small ad hoc groups during the Busan General Meeting. 2

3 These will include: Identify capabilities needed and develop integrated outreach plans, to engage relevant stakeholders for use by NCs Marketing opportunities to enhance global awareness about IEC Enhance the active international participation and leadership taking into account geographical balance while ensuring that leadership positions are appointed on the basis of market needs, skills and capabilities Develop criteria for cases where direct industry participation in technical work could be appropriate, without detriment to the National Committees The various deliverables assigned to SMB each have deadlines between 2019 and 2021 and ahg 76 has assigned priorities to the work accordingly. Furthermore some of the deliverables are extensions of activities already underway in IEC and SMB in particular. For example, SMB already has a Strategic Group, SG 12, looking at the Digital Transformation. This group will make recommendations on new ways of working in the area of standards development, creation of standards content and dissemination of that content. SMB also has a Strategic Group, SG 11, Hot Topic Radar, looking at potential future technologies and markets and determining the level of interest for IEC. One of the major concerns expressed during the development of the Masterplan was a need to improve coordination between the many players in the IEC family. AhG 76 will be making proposals to enhance the mechanisms for coordination of work, both internally, between IEC TC/SC/SyCs, as well as externally with groups outside IEC. SMB will also need to further develop the existing mapping platforms that have developed, originally for the activities in the area of Smart Grid, but which now need to be applied in many more areas. This will require significant investment in IT resources. Much of this activity requires broad consultation and SMB will be involving both TC/SC/SyCs and NCs when developing responses. Jack Sheldon, SMB Secretary The IEC Collaboration Platform (CP) Following the SMB, the migration of Technical Committees and National Committees to the new IEC Collaboration Platform (CP) has been moving forward. Technical Committees are migrating from the old CTS to the new IEC Collaboration Platform (CP) as soon as the IEC Technical Officer responsible has verified the content, informed the TC/SC Officers and all experts and confirms to the project team that the committee is ready for migration. National Committees which previously used the CTS will migrate to the new IEC Collaboration Platform (CP) once the NC Secretary and team have checked the data and confirm to the project team that the committee is ready for migration. A few National Committees have already started using the new platform. 3

4 Organizations such as CENELEC which previously used the CTS will migrate to the new IEC Collaboration Platform (CP) once the responsible person has checked the data and confirms to the project team that the organization is ready for migration. Migration On the day of migration (always a Wednesday starting at 7 am UTC until end of day), the working area of the TC, NC or organization on the old CTS will be switched to read-only until end 2018 while the new IEC Collaboration Platform (CP) will be fully usable with all data migrated. Users continue to use their existing password but now use their address for login, as prompted in the new login area: All information related to the login will be sent by the Technical Officer (TC/SCs), NC Secretary (NCs) or person responsible (Organizations) prior to the migration date. Information All IEC Technical Officers and NC Secretaries already using the tool on a national level had training on the new tool. 10 webinars have been given to the broader community of experts to introduce the new IEC Collaboration Platform (CP). The guide to the new tool can be found here Migration status as of : 87 Committees migrated and also areas such as Young Professionals and WSC which represents all together about 70% of the total IEC related areas. Next steps after the migration We will continue to add new functions to the CP after introducing this first version of the platform. Functions we have planned so far are: Document versioning Tasks Advanced Search This said, the priority of new functions needed will be discussed in the CP Reference Group. This informal group is open to National Committee Secretaries as well as TC/SC Officers and contact persons from organizations using the tool. The advantage is, that experts using the tool on a national level don t need training when joining IEC committees. 5 SyC AAL, Systems Committee Active Assisted Living The main aim of the IEC Systems Committee for Active Assisted Living (SyC AAL) is to foster a greater understanding of the complex and multifaceted issues, challenges and business opportunities to advance the development of market relevant standardization and innovative solutions driven by the demographic evolution of aging populations and an increasing desire for convenience, comfort as well as active and independent living for all. There's nothing like living a full life in the comfort of your own home. Our world is becoming smarter. Intelligent technology (including devices, systems and services) is being incorporated in cities, infrastructure, buildings and homes, and in so doing can improve the quality of life of all users. There is an increasing need for International Standards to ensure the interoperability of such devices, systems, and services used, and in relation to AAL, IEC is in a leading position to contribute towards this. While benefitting all who use it, intelligent technology particularly helps AAL users, i.e. persons who use and/or benefit from AAL devices, systems or services. According to the American Association of Retired Persons, about 90 % of seniors prefer to stay in their homes rather than go to a nursing home. Intelligent technology not only enables AAL users to remain at home and to improve their independence, but also facilitates access to transport and other places outside their home. Sometimes only a few measures need to be taken to assist AAL users in various aspects of their home life this is the focus of Working Group 5, AAL in the connected home environment. The Systems Committee (SyC) concept is fairly new, and was introduced in IEC in the last few years. In comparison with the typical Technical Committee (TC) scope that focuses on one area of a topic, the standards development work conducted by a SyC begins at the system level rather than at the level of individual products, thereby supporting the investigation of more complex issues related to devices, services, systems, infrastructure, and interoperability. In order to address transverse standardization and broader system-wide issues, SyC AAL brings together a multitude of technology experts (e.g. experts in medical devices, consumer electronics, the Internet of Things, computer systems and networks) from a large number of IEC TCs, and has an extensive liaisons network with other external standards development organizations and industry consortia such as Continua and other organizations such as AALiance2. Like a TC, a SyC can publish International Standards, provided that the SMB agrees that there is a justified market or industry need and there is no TC or JWG that can perform the work, and Systems Reference Documents (SRDs), a new type of deliverable which is a guidance document on the use and application of specific standards in the SyC domain (including, but not limited to, standards mapping, roadmaps, etc.). SyC AAL has the specific task to identify missing standards, systems, or interoperability measures that will be of value to all AAL users, who include not only those with reduced abilities but also their care providers, with all daily life activities. The central document of the SyC AAL work is the AAL repository of use cases where AAL topics are highlighted from the consumer viewpoint and address accessibility. To date, more than 40 AAL use cases have been collected and clustered in the following categories: Prevention and management of chronic long-term conditions Social interaction Mobility Health and Wellness (Self-) Management of daily life activities at home 5

6 SyC AAL was established in 2015 and is chaired by Ulrike Haltrich. SyC AAL has a predominantly female management, and 50% female expert membership. It comprises a strategy and coordination advisory group (CAG), a project team on AAL terminology, five working groups (WGs) and an adhoc group on Ethical considerations in the AAL environment including autonomous systems. The seventh plenary meeting and working group meetings were held in May 2018 in Tokyo. 32 delegates participated from Canada, China, Germany, India, Japan, Korea, New Zealand, United Kingdom and United States. Women continue to join the SyC AAL. In addition to the ongoing work on IEC TS Ed.1 "Active Assisted Living (AAL) use cases" and IEC Ed.1 Cooperative multiple systems in connected home environments - Functional safety of electrical/electronic safety-related systems - AAL aspects SyC AAL has proposals for International Standards: AAL architecture model (Part 1) and AAL reference architecture (Part 2) (Germany) Social robots in the AAL environment (China) Design considerations for elderly healthcare in the AAL connected home environment (Korea) Qualification of the personnel in AAL (China) and SRDs: Framework for the economic evaluation of AAL services (Canada) Economic evaluation for monitoring patients with chronic diseases - Example of the use of the framework document (Canada) The next SyC AAL working group and plenary meetings will be held from 15 to 19 October 2018 in Seoul. 7 ACSEC, Advisory Committee on information security and data privacy ACSEC was established in 2015 to deal with information security and data privacy matters which are not specific to one single TC. Security is a transversal issue; it affects all domains in IEC. IEC Guide 120 just published Since 2015, ACSEC members have mainly been working on the development of a Guide, which was published in July 2018 as IEC Guide 120:2018, Security aspects Guidelines for their inclusion in publications. This Guide provides guidelines on security topics to be covered in IEC publications, and aspects on how to implement them. The first part of the Guide provides sources for security related terminology, and presents the different ways to categorize security publications. ACSEC also keeps a list of security related IEC publications up to date for use by the IEC community. This list is accessible from the Documents/Supporting Documents webpage of the ACSEC dashboard on the IEC website. Each publication has been classified, according to the criteria mentioned above. 269 security related publications have already been published in IEC, by 11 TCs. 8 While JTC 1 (and particularly SC 27, IT Security techniques) is the main provider of security related publications, some application domains are still missing appropriate requirement standards for security aspects. The lack of security is an increasing concern of policy makers and consumers, so more and more standards will need to include security requirements in the future. The second part of the Guide gives guidance on the development of security publications: practical considerations development process of security in publications interrelation between functional safety and security specific requirements (lifecycle approach, holistic system view, vulnerability handling, defence-indepth, security management, ) security risk assessment Helping TC/SCs 11 TCs have representatives appointed as ACSEC members, and 6 NCs also have representatives. Following the publication of IEC Guide 120, contact points (ACSEC members) will be identified for TCs not represented in ACSEC, should there be questions from these TCs related to the use of IEC Guide 120 (a similar principle is used in ACOS). Good practice has been identified in TC 9, where ahg 20 has been set up, led by the ACSEC member representing TC 9, with the task to study Guide 120 in view of implications on the work of TC 9. Christophe Boyer, IEC Technical Officer Enhancing collaboration between the IEC and consortia Consortia represent today an important part of the international standardization environment, especially in fast pace areas such as information and communication technologies. They consist of companies coming together under the form of a (usually non-profit) association with the aim of promoting a given technology, developing technical specifications or achieving similar objectives that are deemed to be strategically important for a given industry or market segment. Consortia generally start with a few founding companies and may reach thousands of members when the technology they are promoting gets widespread market traction. Some consortia have been around for more than a decade, while others may just disband after a few years when their work is complete. While consortia are sometimes used as an alternative by design to formal standardization, they are often driven by the intention to achieve an agreement quickly on a common specification that may later on evolve to become closer to a formal standard. One example of a successful consortium whose specifications have become de facto standards is the Bluetooth Special Interest Group. Started in 1998 with 5 founding companies, the consortium counts member companies 20 years later and Bluetooth technology has achieved wide market penetration with annual product shipments surpassing 3.6 billion. The IEC cannot ignore consortia in such fast moving technology markets. While some may compete with IEC s 8

9 work, others provide complementary paths to formal standards. Therefore, engaging with them brings opportunities for the IEC to strengthen its leadership position in some industry sectors. Liaisons and Publicly Available Specification (PAS) processes have been successfully leveraged by several IEC committees such as TC 65 and TC 100 to transpose external specifications like USB, UPnP or WirelessHART. The transposition approach has proved to be a valuable tool for some IEC committees, but there is still a lack of awareness on both the IEC and consortia sides of mutual benefits brought by increased cooperation. SMB ahg 75, Working with Consortia, was set up to explore ways of enhancing the collaboration between the IEC and consortia. The group was formed in April 2017 under the convenorship of Thomas Korssell, Swedish NC Secretary, and delivered a number of marketing and technical guidelines to help consortia and IEC committees leverage the benefits of mutual collaboration using existing IEC processes. In addition, ahg 75 investigated future scenarios for providing services to consortia much earlier in their development stage in order to foster tighter cooperation from the onset. Finally, ahg 75 recommended the appointment of a Consortia Facilitator at the IEC Central Office, acting as a single point of contact to help consortia navigate through the IEC and identify the committees most relevant to their activity. After reporting back to the SMB in June 2018, ahg 75 was disbanded and a new Strategic Group, SG 13, Working with Consortia, was approved to support the Consortia Facilitator in outreach and consortia identification activities. SG 13 will additionally be tasked to: update, maintain and expand as appropriate the guidelines delivered by ahg 75; develop consortia related content in the IEC website; monitor consortia related activities under the auspices of the SMB; ensure appropriate collaboration and communication with other IEC Boards or groups; and develop a roadmap for future cooperation models including services and products meeting the needs of consortia while benefiting the IEC. As the IEC is transitioning through a well bounded electrotechnical world to an open and fast moving environment, where technologies are converging at an unprecedented pace, fostering constructive and mutually beneficial relationships with industry consortia will become increasingly important to remain well aligned with market and society needs. SG 13 will for sure contribute to achieving this objective. Gilles Thonet, Head ICT Standards Coordination Kaizen: Better standards through user feedback In the world of practical product standardizing (also called standardization but is not just standards development) value is created when there is confidence that the product is conformant with the standard. In this practical world, IEC standards are used by manufacturers to ensure that their products are conformant with the relevant standard. Assessing conformity to a standard is conformity assessment (CA). When it is a manufacturer or supplier who is doing the CA, this is called first party CA. Manufacturers and suppliers do this to ensure that their claims of conformity are justified. This allows them to enter some markets, such as the European market where the CE marking is essentially a supplier s declaration of conformity. CA is also often performed by the end user, who checks if the goods or equipment are conformant, and on that basis may release payments. This is second party CA and we all do it ourselves when we purchase a technical product from a retailer, then we take it home and we check that it performs to our expectations. We are doing second party CA, not to formal standards, but to our own criteria. Sometimes it is necessary that assessment for conformity should be performed by a party that is independent of the manufacturer and the supplier, and also independent of the end user. This is like a judge in a court case who should be independent of the two plaintives. This is called third party CA, and the term certification is used to declare conformity. The IEC CA Systems use third party CA. 9

10 The IEC CA Systems do not do testing, inspection or certification themselves, but rather it is commercial testing laboratories, inspection bodies and certification bodies from all around the world that come into the IEC CA System framework to issue test reports and certificates. This is similar to the way in which IEC standards are developed wherein experts from around the world come together within the ISO/IEC Directives framework to develop standards. The value created by the IEC CA Systems is to achieve consistent and comparable conformity assessment (CA) results from all of the participating testing laboratories, inspection bodies and certification bodies from anywhere in the world. They achieve this by having those commercial testing laboratories, inspection bodies and certification bodies come together into specified working groups to assess the standards, to identify ambiguities, and to document a common understanding and interpretation of the standards. These are published as Decision Sheets and must be applied by all the participating bodies. IEC publishes about standards, of which about are used by the IEC CA Systems. All combined, there are currently about 900 published Decision Sheets. This is about a third of the standards used. These Decision Sheets improve the standards and make their application more consistent. It is a best business practice to apply continuous improvement kaizen and therefore to feedback this practical information to the IEC TC/SCs for their treatment and eventual integration in to the relevant standards. AC/31/2017, Feedback from the CA Systems to the IEC TC/SCs, was developed by a joint CAB/SMB subgroup and describes the procedures that shall be adopted by the TC/SCs and CA Systems in the feedback process. David Hanlon, CAB Secretary The IEC Affiliate adoptions process The IEC Affiliate Country Programme reaches out to developing countries and provides a way for participants to be involved in the IEC without the need to become a paying member. As a benefit of the IEC Affiliate Country Programme, participants may also select IEC International Standards free of charge, for the purposes of national adoption and consequently for use as a reference in technical regulations or laws of the adopting country. Under the terms of the IEC Affiliate Country Programme, only identical adoptions are possible, through the endorsement method, in accordance with ISO/IEC Guide 21-1 on the Adoption of International Standards. This means that the national adoption is identical in technical content and structure. Furthermore, the endorsement method avoids the need to reproduce the text of the standard, rather a declaration or *endorsement notice is issued by the relevant authority which accepts that the national standard is identical to the IEC International Standard. This method of adoption ensures transparency and facilitates trade. As explained in ISO/IEC Guide 21-1: it is important to remember that even if two standards bodies introduce deviations or redrafting which they consider not significant in their regional or national standards against the International Standard, problems may arise because these changes could add up and lead to non-acceptability between the two regional or 10

11 national standards. Identical adoption avoids these problems. Affiliate Countries are encouraged to follow the development of a standard and are invited to submit comments and questions on the working documents from the Committee Draft (CD) to the Committee Draft for Vote (CDV) stage. The intention is that once a new document is published, it is more of a formality for the National Electrotechnical Committee (NEC) of the Affiliate Country to accept and adopt the new edition or standard. To date, over 7500 official declarations of IEC International Standards as national adoptions have been received through the Affiliate Country Programme. As Affiliate Countries become ever more involved in IEC, global trade and its so-called global value chains, so does the need to align national standards with international best practice. The IEC Affiliate Country Programme will continue to encourage identical adoptions of IEC International Standards and to provide support and guidance to its participants in order to facilitate this process. Thomas Robertson, IEC Affiliate Executive Secretary The IEC YP Programme involvement in SMB The IEC YP (Young Professionals) Programme is dedicated to the world's upcoming electrotechnology experts and leaders and aims to increase their involvement in IEC work. It was developed as a way for the IEC and its NCs (National Committees) to reach out to the younger generation of experts, managers and leaders and to encourage their long-term participation in standardization and conformity assessment activities. This helps guarantee continuity in the availability of high quality experts, enabling the IEC to maintain its focus on responding to market needs on a long-term basis. The IEC YP Programme counts a total of 468 participants from 50 countries since its debut in An extra 70 + YPs are expected at this year s workshop in Busan. Currently more than 100 YPs have active roles in the IEC, here below is a summary of the main achievements/roles that these YPs currently have in the IEC: Categories Number of YPs 1906 Award winners 5 TC/SC Chair 3 TC/SC WG/PT/MT/ahG/TA Convenor 8 TC/SC WG/PT/MT/ahG/TA Member 104 According to surveys done six months after the workshops, 70% of the YPs who responded to the survey have either maintained or increased their IEC involvement at national or international level. IEC YPs and SMB: During the YP workshop, the YPs have the opportunity to observe the SMB meeting during the IEC GM (General Meeting) and since 2015 YPs have had some opportunities to contribute to the activities of the SMB. Jim Matthews, IEC Vice-President and Chair of the SMB from 2011 to 2016, asked the YPs at the IEC GM in Minsk to discuss the following aspects of meeting minutes: What format and tools could be used to shorten the minutes with today s technology Could they be prepared and approved in real time during a meeting What would a meeting report of the future look like This led one of 2015 YP Leaders, Ricardo Nava from Mexico, to be invited to the 2016 SMB February 11

12 meeting held in Geneva to present a summary of the YPs views on these questions. After his presentation, the SMB created ahg 67, Meeting minutes. This year, Ralph Sporer, IEC Vice-President and current SMB Chair, has asked the YPs who will be present in Busan to reflect and share their views on a new access to the ISO/IEC Directives which could explain in an APP like approach the content of the Directives. Alan Sellers, IEC 2016 YP Leader from the UK, who is currently participating in SMB Strategic Group 12, Digital Transformation, as a YP representative will also be leading a session with the YPs in Busan to get their input on questions SG 12 is currently working on.
