20 A new concept : the cluster of projects Definition : a group of RTD projects providing the necessary critical mass to address a major objective within the thematic programme Objectives : to promote multidisciplinarity, maximise European added value and facilitate the optimisation of resources and the exploitation of results Modalities : A priori clusters can be submitted by linking several single RTD projects (RTD, demonstration, combined projects) Clusters can also be built a posteriori by bringing together several selected single RTD projects or adding a single RTD proposal to an existing cluster 20

22 What s different from FP4? In FP4, one of the evaluation criteria was to consider whether or not proposals were in the scope of the scientific fields, as described in the work programme In FP5, this is replaced by whether or not proposals match the socio-economic objectives of the key action, as described in the work programme 22
