JAGRITI ENERGY EFFICIENCY AND DRUDGERY REDUCING TECHNOLOGIES LOCATION: KULLU, (HP) INDIA
INITIAL WORK OUR ORGANISATIONAL AIM IS TO WORK FOR ECONOMIC & SOCIAL UPLIFTMENT OF POOR, RURAL HILL WOMEN; POOREST HHs WERE IDENTIFIED USING LOCALLY DEVELOPED POVERTY RANKING INDICES; WOMEN FROM THE IDENTIFIED HHs ARE ORGANISED INTO WSCGs HOWEVER, MEMBERS PARTICIPATION DUE TO TIME CONSTRAINTS REMAINED A BOTTLENECK
NEED ASSESSMENT RURAL WOMEN, ESP. POOR WOMEN, WERE TOO PRE-OCCUPIED WITH DAILY HH CHORES TO HAVE TIME TO ENGAGE WITH ACTIVITIES OUTSIDE; CHOOSING EE DEVICES TO LESSEN DRUDGERY AND SAVE TIME WERE SHORTLISTED THROUGH CONSULTATION: AVAILABILITY, EASE OF USE, EASE OF ADAPTATION, AFFORDABILITY AND REPLICABILITY WERE CONSIDERED; PACKAGE OF EE DEVICES: LPG, PRESSURE COOKER, IMPROVED METALLIC STOVE AND HAMAM WERE AGREED ON; ENERGY MIX : MULTIPLE ENERGY OPTIONS TO MEET MULTIPLE ENERGY NEED

OBJECTIVES EXPAND USER BASE OF ENERGY EFFICIENT AND DRUDGERY REDUCING DEVICES TO REDUCE DEPENDENCE ON FIREWOOD; DRAW AND ENGAGE FREED WOMEN INTO ACTIVITIES THAT SUPPLEMENT THEIR CASH INCOME, ENCOURAGES PARTICIPATION IN PUBLIC FORA AND ALLOWS MORE LEISURE TIME; REDUCE LOCAL DEPENDENCE ON FIREWOOD AND HELP CONSERVE FORESTS.
BARRIERS TO MODERN ENERGY ACCESS INITIAL HIGH UPFRONT COST FREE ACCESS TO FIREWOOD, WOMEN S UNPAID WORK & DUTY; PATRIARCHAL DISPOSITION SEEN AS LUXURY / WASTEFUL EXPENSE ABSENCE OF APPROPRIATE SCHEMES ESP. TARGETING/DESIGNED FOR POOR HHs LACK OF FINANCING TO FACILITATE EASY ACCESS TO ENERGY EFFICIENT SERVICES;
IMPLEMENTATION STRATEGY CENTERED AROUND EXISTING WSCGs; PLACEMENT OF BULK ORDERS TO REDUCE COSTS (INCL. TRANSACTION COSTS, SAVED Rs per connection); IGNITER WAS OFFERED FREE OF COST BY GAS DEALER (SAVED Rs 100); DELIVERY AT COMMON POINT SAVED Rs 100. IMPROVED ACCEPTANCE LEVEL THROUGH DEMONSTRATION & AWARENESS RAISING ; SPECIAL EFFORTS TO ENCOURAGE SCHEDULED CASTES TO ADOPT DEVICES;
FINANCIAL MECHANISM TO ENSURE WIDER USAGE OF DEVICES MEMBERS CONTRIBUTED PERCENT OF THE COST; (60 % FOR SCs) MEMBERS ENCOURAGED TO TAKE INTRA GROUP LOANS FOR PURCHASE OF ENERGY EFFICIENT DEVICES; INSTALLMENT BASED ON FLEXIBLE RE- PAYMENT SYSTEM; SCHEME INTRODUCED IN WSCGs > 6 MONTHS OLD;
HOW THE RESOURCES WAS MOBILISED BY USERS OWN SAVINGs, MIN. Re 1 / DAY SAVINGs FROM WAGES EARNED and INCOME GENERATION ACTIVITIES INTRA-GROUP LOANING CONTRIBUTION BY FAMILY REMAINING COST BORNE BY PROJECT
TO ENSURE INCLUSIVENESS!!!!!! CRITERIA ADOPTED FOR SELECTING WOMEN MEMBERS ELIGIBLE FOR ENERGY EFFICIENT DEVICES INCLUDED; PREFERENCE TO WOMEN MEMBERS BELONGING TO SCHEDULED CASTE (SC) GROUPS (USUALLY THE POOREST PEOPLE); WOMEN HEADED HHs; MEMBER HAVING COMPLETED SIX MONTHS REGULAR SAVINGS WITHIN THAT GROUP; WILLINGNESS TO SHARE COSTS;
STATUS OF THE ONGOING PROGRAMME : LPG ENERGY DEVICES Cookers Hamams Tandoor OC SC OC SC OC SC OC SC OC: Other caste, SC : Scheduled Caste
IMPACTS REDUCTION IN FUELWOOD CONSUMPTION: Use of LPG roughly saves 10 kg of hardwood per meal and with use of Hamam kg of fuelwood is saved. Annually about 7 MT of fuelwood saved per HH by use of Hamam. TIME SAVED: Time saved in cooking & firewood collection: Approx 3 hours saved daily in addition to hours saved on weekly trips to the forest for 5 6 months in a year.
ACTIVE PARTICIPATION OF MEN AND CHILDREN IN HOUSEHOLD CHORES: Easy and convenient usage - other members including men of the HH more willing to share responsibility of cooking and water heating in hamams; INCREASED SCOPE FOR ENGAGING IN ECONOMIC & SOCIAL ACTIVITIES: Increase in women s participation in daily wage work especially during summer (heightened agriculture activity);

LESSONS LEARNED INTERVENTIONS IN IMPROVING ENERGY ACCESS KEY TO IMPROVING ECONOMIC OPPORTUNITIES FOR POOR HHs; HIGH COST OF EFFICIENT DEVICES: A BARRIER TO THEIR ADOPTION BY THE POOR, BUT WITH ENABLING SUPPORT THEY ARE WILLING TO SHARE COSTS; HH MEN MORE OPEN TO LET WOMEN PARTICIPATE IN OUTSIDE ACTIVITIES esp. WHEN OPPORTUNITIES FOR ENHANCEMENT OF INCOME ARE SEEN; LEADS TO IMPROVEMENT IN STATUS OF WOMEN WITHIN AND OUTSIDE THE HH
LESSONS LEARNED (contd) PROMISE OF DRUDGERY REDUCTION UNIVERSALLY APPEALING TO OVER-WORKED WOMEN. IMPROVED INCOME NECESSARY FOR REGULAR USAGE AND MAINTENANCE OF DEVICES EASE OF USE AND PROVEN EFFICIENCY PROMOTES OTHER HH MEMBERS TO OPERATE - CONTRIBUTING TO GENDER EQUALITY COVERAGE OF CRITICAL NUMBER OF HHs SETS IN MOTION RIPPLE EFFECT; USE OF PROVEN TECHNOLOGY AND ROBUST SUPPLY CHAIN SYSTEM IMPORTANT FACTOR INFLUENCING ADOPTION & REGULAR USAGE OF DEVICES.
SUSTAINABILITY 6 TO 7 YEARS AFTER DISTRIBUTION DEVICES ARE REGULARLY USED & DEMAND FOR MORE; POOR MEMBERS WILLING TO SHARE MAJOR PROPORTION OF THE COSTS; IMPACTS ALL MEMBERS OF THE HH; AFTER PROJECT COMMENCEMENT, SEVERAL NON MEMBER HHs PROCURED DEVICES; INCOME LEVELS OF MEMBERS UP AFTER ADOPTION OF DEVICES AND ENGAGING WITH IGAs; IMPROVEMENT IN HEALTH OF WOMEN
TRADE OFF BETWEEN UP FRONT COSTS AND RECURRING COST OF ITS USAGE GRADUAL TRANSITION: PROJECT SUPPORT INCENTIVE IMPORTANT FOR CHANGING THE MIDSET: CREATING ADDITIONAL INCOME OPPORTUNITIES CRITICAL TO ENSURE CONTINUED USAGE & EVENTUAL SUSTAINABILITY:
KEY CHALLENGES FOR DELIVERY INITIAL RESISTANCE IN HHs TO INVEST MONEY FOR WOMEN? GETTING WOMEN USED TO THE IDEA OF SAVINGs, then INTER-LOANING FEAR OF THE DEVICES RECURRING COSTS A CHALLENGE GOVT POLICY TO SUBSIDIES LPG COSTS FURTHER FOR FOREST FRINGE VILLAGERS?
