Next generation governance arrangements for sustainable global value chains Katrien Termeer (project leader)
Private governance arrangements Global commodities: palm oil, timber, seafood Regional concentration of production (South East Asia) and global consumption Partnerships of NGOs and market players (producers, processors, retail) Developed sustainability standards Implemented as certification systems
Problem statement Failure of traditional state-centred governance to effectively tackle the transnational problem of sustainability of global value chains Successful global partnerships that designed standards and certification schemes for global commodities Some serious challenges: 1) losing credibility due to unproven performance 2) the necessity to improve transparency/traceability 3) lack of synergy with public sustainability policies Next generation governance arrangements for sustainable GVCs
Research question To identify the conditions under which governance arrangements in global value chains are able to successfully address challenges of performance, transparency and public-private synergies and use these insights to contribute to the design of smarter, next generation governance arrangements.
Research team WUR, Public Administration and Policy group Katrien Termeer, Otto Hospes, Jonna Gjaltema ( ) WUR, Environmental Policy group Simon Bush, Peter Oosterveer, Hilde Toonen WUR, Forest and Nature Conservation Policy group Bas Arts, Esther Turnhout, Margreet Brinxma

Project 1: Assessing capacities and performances Development of a framework to assess how governance capabilities affect sustainability performance Based on QCA (Qualitative Comparative Analysis): revealing different pathways to better performance Identifying linkages between governance capabilities of certification schemes and different forms of sustainability performance Drawing on ± 18 certification schemes in forestry, fisheries and agriculture Refining the framework by application to cases in three global value chains (palm oil, timber and seafood)
Project 2: transparency & traceability: Digital Value chain governance Identifying relevant characteristics, trends & Innovations of digital traceability systems (Scenario Analysis) Understanding practices of design and use of traceability ICT s Logic of design and use at the producer & consumer end of the value chain (Ethnographic Fieldwork) Integrity & transparency In collaboration with Utrecht center for Humanities, translating theoretical frame & research findings to new designs of digital transparency (Action Research)
Project 3: Promoting Public-private synergies Mapping different forms of hybrid arrangements rivalry official recognition of standards limited government involvement through subsidies direct involvement of public authorities explicit linkages with area-based public policies in the producing country Survey on underlying motives and perceived successes, challenges and obstacles Comparative in-depth analysis
